The French Riviera for the citizens of Kazakhstan is not a dream but a beautiful reality!

The head of the biggest European Russian-speaking broker company Cofrance SARL that operates in the field of real estate, aircraft and yacht brokerage as well as legal advice, since more than seven years, born in Kazakhstan, Vitaly Arkhangelsky explained why it had opened an office in Alma-Ata and why the Kazakhstan market is his priority

Vitaly Dmitrievitch, please tell us what your company does? 

-  First of all, Cofrance SARL is a group of professional lawyers, and it operates in the the field of brokerage services and the advice.  In practice, we can work in quite various fields. Today, our preferences do to the real estate, the business aviation and the private yachts. Our principal goal is to provide best service to Russian-speaking customers in France and in Monaco, but we work all over the world.

Recently, we opened an office in Almaty.  That was my old dream because I was born in this city and I love it.   Even if I spent most of my life in Russia and the last ten years, in France, I’ve never forgotten my roots.  At present, when they want to work with us, clients from Kazakhstan will not have to contact our offices in Nice or Moscow, and will be able to get all the services in their own country.

What exactly can you propose to the inhabitants of Kazakhstan?  What your assistance consists of ?

- Cofrance LLC helps to buy and to sell real estate in France and in Monaco, to use private aviation (private jet) services all over the world or to buy an aircraft (business jet), to buy a yacht or to rent one, to solve any legal problem.  Our approach has the advantage of providing our clients with the full-scope service via a step-by-step assistance with their transactions. 

For example, a client decides to buy an aircraft.   We discuss his/her goals together, help him to choose a particular model of the jet, then, if necessary, help his/her to obtain a loan (www.dengi.fr), and start preparing documents. At each new step, we hire specialists who are needed in this precise field. Engineers and mechanics will check the plane and examine its flight history, etc.  If the client wants to visit the aircraft, we will obtain a visa for him, in one word, we will do everything for him/her : book a hotel, and secure calm and comfort for the transaction. Our goal is to provide the client with 100% information  so that no detail that  escapes from  him. Then, the purchase should be formalized, insurance company be found and contacted, the aircraft transferred to the client’s country of residence. At this moment he knows exactly where jet will be kept and which company will ensure the technical support since we also take care of all this. 

We will hire the crew and, if the new owner wants it, we will help him/her to rent it out, we will control its use, supervise tax payments… To put it short, control the payment of the taxes, so, we will take care of all the aspects.  AVIAV TM  (Cofrance SARL)  continues its co-operation with its clients during long time after the principal transaction is completed, and they understand that it is much more profitable and convenient to resolve all the issues with just one company than to search for new partners all the time.

And where do you find your own partners?

- All over the world. For example, we book private flights from any place of planet. In the same way, it is possible to rent a yacht in almost any country.    I guess why this question comes. Many people do not understand the scope of broker’s responsibility. As for us, we are entirely liable for the interaction with the selected partners and we never seek to transfer our liability on them. Our clients mostly interact with Cofrance SARL. 

That is why we are not interested in working with companies with unsure reputation.  Our partners have displayed their best qualities throughout their existence.  These companies inspire our confidence and the confidence of our clients.  As our co-operation lasts for decades (services to aircrafts and yachts, real estate rent and security guarding), we choose our partners very carefully and we firmly let aside potential candidates when there is a slightest doubt as for their seriousness.

For example, do you understand the importance of finding a good insurance company and an appropriate insurance plan?  This may appear as a small portion of the operation, but what a great responsibility burdens our shoulders! Who are your clients in Kazakhstan?

- Mainly, our clients are high and medium-level businessmen. There are also celebrities, people of art having success and glory, serious public men, civil servants. Rent or purchase of a private air jet is needed by persons know the value of his time, need to move for long distances within a restricted time limit. Someone has a concert, another one goes for negotiation and transaction, some need cargo delivery, and, sometimes, just to travel with a high level of comfort.

Usually, people buy real estate in the French Riviera as a profitable investment.   As the price of the villas and the apartments in France grows up slowly but surely, it is an optimal long-term investment.  The owner who will sell his house or apartment ten or fifteen years later will gain much on the difference of the prices, and especially if the place has a  “star” reputation, for example, so from the celebrities came there or lived there at a certain point time; and we have a lot of real estate objects of the kind.

If you own an apartment  in Saint-Tropez or Cannes, this enables you to remain there without any problem for six months.  For many clients, it is important because, everywhere in the Riviera, there are the best seaside resorts of the world are which attract the largest celebrities of planet who come to have a rest and to improve their health. It is just marvelous to spend your holidays there, to attend to the festivals of the end of the year or   popular events such as the Cannes Film Festival.  The ownership of real estate brings a great comfort and a freedom, and people appreciate this.

During the rest of time, the real estate brings income, a progressive return on the investment.  When the client is absent, we rent his villa or his apartment, we ensure that his real estate is maintained in good condition and remains clean  and well maintained, and  that  taxes and charges are paid in time. The same  concerns yachts,  aircrafts or  helicopters.  To keep it short,  our clients – and not only in Kazakhstan – are those who seek to manage their assets in the most profitable way.

Can you offer something which will interest the “middle class” of Kazakhstan?

- Not only I can, but it is my priority.  It is a pity that    few of my “compatriots” come to the Riviera.  It is the result of a lack of information.  Many people consider that the French Riviera is made only for the richest and the most successful persons, only for “the high and the mighty”.  But in fact, it is a popular place for ordinary tourists, like all the other places.  It is possible to rent an appartment and it would be less expensive than room in the hotel and to rent villa for several families.

For the “middle class”, there are very popular helicopter flights, short transfers by private planes, short walks and long yacht journeys,  organization of any kind of feasts in the French Riviera. The Kazakhstan market is my priority today because local people do not even know  how it is profitable and comfortable to use our services everywhere in the world. While working with us, they find a possibility of traveling freely in any place of the world, having a rest in elite seaside resorts,  renting and  buying yachts, and, most important, to obtain all this very quickly and at the acceptable price.

We wish to break the stereotypes of people in Kazakhstan in making them understand that the French Riviera and Monaco, private aircrafts and  yachts  are accessible not only to the important bankers and world-famous personalities.  The representatives of the “middle class”  of many countries  use them since long ago, and Kazakhstan should not be an exception.  Certain local entrepreneurs have already fully appreciated the comfort and the advantages of business aviation, the speed and quality of real estate rent, of the charteriing of the yachts, of our organizing of the business and recreation events  abroad.  They fortunately understand that for people from Kazakhstan, the French Riviera  is not a dream, but a beautiful reality!

But for many people it is still a terra incognita, and I think that the prospects for co-operation here are just brilliant.  For me, it is very important  that my “compatriots” are aware of all the modern possibilities and that they turn them to their benefit  by working with our company, Cofrance SARL, in Kazakhstan.

Is it easy for people from Kazakhstan to go to France to settle there for a long period of time? Is this a trend among wealthy people?

- I noticed it for a long time, most of those who want  to leave their country are those who have the less reasons for that.  People who gained the recognition and the respect in Kazakhstan, who succeeded in creating and developing of their business, do not seek to leave their country forever. For some people, the best solution is to have two nationalities. For some others spending their holidays abroad is enough.   In short, for the majority of people, buying real estate in the French Riviera is not a reason to settle in France.  However, if the client made a firm decision to move or simply to spend more than 90 days every six months (as authorized by a  tourist visa), will be happy to help him with this.

The most standard situation is when a businessman or a public person goes to France to enlarge his opportunities.  Sometimes, a person has achieved a certain situation and a certain standard of living in his country and he feels more and more uncomfortable.  He is surrounded by jealousy, pieces of gossip, intrigues, hostility of the competitors. This does not want to say that he flees.  A strong man will always resist this pressure. But he understands that time has come to make a step ahead and that living abroad he will achieve even more successful.
